Pieter Vos is a psychologist who has been running the Council for Health and Care (rVZ) and its predecessor since 1994. Pieter is a member of several Supervisory boards and Advisory Councils in healthcare, but we’ve invited him here because his organization has just completed a study into the future of Health 2.0 in the Netherlands. Because in health care (and in many other spheres of life) where the Netherlands leads many countries follow, we’re excited to hear about their plans.

Etienne is in charge of the French government’s policy on health information quality. It is under his watch that the HAS developed a relation with the HON Foundation to certify French health web sites. He has a very extensive background as a civil servant in many French government departments and commissions covering clinical, ethical, innovation, research and public health. Before he was appointed to the National Authority for Health, he was in charge of health at the Mutualité Française, a “complementary insurance” covering over 38 million French citizens. But today we’re asking Etienne to reflect on what he’s heard and talk to us about how Health 2.0 might fit into France’s national health policy.

President Obama appointed Aneesh, who was formerly Virginia Governor Tim Kaine’s Secretary of Technology, as the first Federal CTO in April 2009. Ever since he’s been barnstorming the country making sure that technology folks are heard in DC and vice-versa. He’s already established apps.gov—for sharing lightweight Web 2.0 technologies for government agencies, challenge.gov for the government and the public to solve problems together, and he played a leading role in the establishment of CHDI. Aman Bhandari from Aneesh’s team at the EOSTP has been working with HHS and Health 2.0 on (one of) the next phase(s) of CHDI. Aneesh was our keynote in 2009, and we’re so pleased that he’s back to co-present today. But the way we really know that Aneesh is making an impact is that he’s already been featured on Jon Stewart’s show—although how bad a punking is it when you get compared to George Clooney?

Mark’s been President & CEO of the California Health Care Foundation (CHCF) since its inception in 1996, when he moved over from the Kaiser Family Foundation. He’s always at pains to point out that CHCF is the smaller of the two Foundations set up when Blue Cross of California went for-profit in the mid-1990s (the California Endowment has more money!), but what it’s achieved has been remarkable. CHCF has supported and published ground breaking research on many aspects of health policy and technology, it supports two major daily newsletters, and is active in both supporting community level services and directly help- ing state officials implement policy directives–like the new insurance exchanges. Under Mark’s guidance CHCF has also directly connected improvements in technology with improvements in chronic disease care and services for the underserved. Mark’s colleague Margaret Laws runs the Innovations for the Underserved program, and since November last year CHCF has doubled down on this idea by introducing a $10m innova- tion fund modeled on social venture capital. All the while Mark has remained an attending physician at the SF General AIDS program, and a major national health policy figure both helping explain the current system, and forcibly reminding the incumbents about the need to improve care–and not just for the underserved. Mark’s especially known for wanting to make health care “cheaper”. After a couple of years trying to get him, we are thrilled to have Mark keynote Health 2.0, and we hope that he’ll leave the Health 2.0 community with a mandate for what we can all do to help improve health care for everyone.

Mr. Anil Swarup is one of India’s celebrated social innovators. His intelligent and honest approach is redefining how impactful work can get done via smart government strategies. The impact he’s had on over 90 million lives testifies to this.
Mr. Anil Swarup is the Director General, Labour Welfare and Additional Secretary, Ministry of Labour & Employment, Government of India handling issues relating to the welfare of unorganized sector workers and the implementation of National Health Insurance Scheme, the Rashtriya Swasthya Bima Yojana (RSBY). In just over three years, RSBY, has transformed the lives of over 90 million people in the unorganized sector of India. Stemming from a request to Prime Minister Manmohan Singh in 2007, Mr. Swarup advocated for a health insurance scheme for those who could not afford it and after presenting a paper to the World Bank Mr. Swarup’s idea become the basis for RSBY six months later. It is the first time India’s own technology prowess has been used to run a national social security programme. The implementation of RSBY and it’s cashless and smart card based health insurance scheme has come to be recognized world over and was selected by UNDP/ILO as one of the top social security schemes for publication. Mr. Swarup has been selected by India Today as one of 35 ‘Action Heroes’ in it’s 35th annual edition. He was also nominated by The Economic Times as one of the ‘Policy Changers’ during the year 2010.

Mr. Som Mittal is President of NASSCOM, the premier trade body and the “Chamber of Commerce” for the IT – BPO industry in India. In this role, he is responsible for representing the Indian IT – BPO software and services industry to multiple stakeholders. His key responsibility areas include enhancing India’s leadership position in the global offshore IT-BPO and work towards further growing the market by enabling industry to tap into emerging opportunity areas and to strengthen the domestic market in India. Som Mittal holds a B.Tech from IIT, Kanpur and an MBA from Indian Institute of Management (IIM), Ahmedabad. Over the years, NASSCOM has earned the reputation of being a strategic advisor to the various stakeholders of the industry. NASSCOM’s varied strengths include creating and influencing government and public policy, international trade development, research and market intelligence services, and access to an international network through 17 MoU’s and linkages with 40 industry associations. Initiatives on education, strengthening cybersecurity, fostering innovation and entrepreneurship are also focus areas. NASSCOM also endeavors to narrow the digital divide in India through NASSCOM Foundation. Som Mittal assumed office of the President, NASSCOM in January 2008. He has a rich and wide ranging work experience of over 30 years in corporate India. Before joining NASSCOM, he was heading the Services business for Hewlett Packard in Asia Pacific and Japan. In addition to chairing NASSCOM in 2003-04, and being part of the NASSCOM Executive Council for several years, Som Mittal has been closely associated with other industry bodies like MAIT and CII. He has played an active role in the formulation and implementation of Karnataka’s IT policy. He has been on the CII National Council for several years and part of the Chief Ministers IT Task Force in Karnataka. He is also the Founding member of the IIIT, Bangalore and the Board if IT Education Standards.
